San Francisco’s southeastern neighborhoods — Bayview-Hunters Point and Visitacion Valley — have long borne the burden of the city’s wastewater infrastructure while facing deep poverty, environmental inequity, and decades of broken promises from City Hall. When the SFPUC committed $62 million to rebuild the Southeast Community Facility, the challenge was clear: how do you rebuild trust with a community that had every reason not to show up?
D&A designed and led an unprecedented community engagement effort — working with 11 community partners across 13 focus groups, 22 presentations, 18 events, and door-to-door canvassing at 2,470 homes. We developed all media, collateral, and digital tools including weekly email blasts, an interactive survey, and a project website — ensuring every corner of the community had a voice in what their new facility would become.
