When Alameda County’s EMS system fielded over 84,000 calls in a single year — nearly 37% non-emergent — the system was being stretched beyond its limits. For underserved communities including English-language learners, unhoused individuals, and low-income families, navigating healthcare without an established provider meant 911 became the default.
D&A developed Right Care, Right Place — a strategic, integrated media campaign that met residents where they were. Across five languages, trusted community partners, laundromats, buses, digital ads, and radio, the campaign delivered accessible health education to those who needed it most — reducing barriers and driving residents toward the right care before the crisis hit.
